When did the 'Scientists get paid to believe in global warming' mime start?

The United States is the only country that doesn't believe in global warming. Every other developed nation of the world has signed Kyoto (a policy directed to reducing greenhouse gas emissions). George Bush even acknowledged the scientific proof but didn't sign because it would hurt the economy.
