How can I put my 2001 Isuzu Trooper in 4WD?

Theres the normal Gear. P R N D 3.... but on the side of that theres a shifter for 4 wheel drive. Every time I try to put it into it. It never goes. It feels as if it doesnt wanna go. Or locked in the down position. How do I push it foward.?
